Negotiating for a raise for a man or for a woman should be the same. It often isn't but it should be. Sometimes the reason is the female employee makes it different, and sometimes it is the boss who makes it different.
As a manager, here are my suggestions.
Don't make it about gender. Make it about your accomplishments.
Be confident that you earned and deserve the raise.
Don't flirt.
Don't dress provocatively, for the interview or the office.
Don't become emotional while making your case. Save that for when you get it.
Be convinced and others will become convinced, which is how you become convincing.
As a man, here are my suggestions.
Flirt horribly.
Dress provocatively, always.
Insist that everything is about gender, since he probably thinks you're right.
Cry. Guys can't stand it and will promise anything to get you to stop.
If these tactics work, find a new job with a new boss. This guy is a jerk and you will never be happy in that office.
