The question might be better put "is it unethical NOT to turn your brother (or anyone else) in for murder." Murder is one of the most heinous crimes. It takes everything away from the murdered person and takes much away from those who know and love the murder victim. It also hurts society as a whole. Murder hurts the murder, the victim, the victim's family, the victim's friends, society and the world at large.
It is agreed across religions and across cultures: murder is wrong. The word murder itself suggests a deliberate taking of someone else's life. This is not a casual fault or a sin, it is a deliberate act of menace and makes the person who committed the crime a danger to society. A person's property can be recovered, but a life taken cannot be recovered again.
A person who finds him or herself in this situation may want to try to convince the murderer to turn him/herself in, but if that person refuses, the brother' who knows about it is morally, ethically and legally bond to turn the person in.
In many senses, the brother or sister who has a murderer for a brother has lost the brother. By his own actions and his own choices, he has put himself in a position where he will be in prison for a long time. This hurts his family as well as the family of the person who was murdered. And it makes it that much harder to do what's right and turn him in.
This is by no means an easy thing to do, but doing what's right is seldom easy. It takes courage and tough love, but it's the right thing to do. In the end the world will be a better place if you do your part to take a murderer off the streets - even if he is someone you love.
