The answer for Iraq may be to partition the country into three parts: one for the Kurds, one for the Shiites and one for the Sunnis. Iraq is an artificial country in the sense that it contains ethnic groups who do not care for one another. Under a dictatorship, it may have been relatively easy to control these different ethnic groups, but it now appears extremely difficult.
Another answer for Iraq is for the USA, Britain and other nations present to gradually withdraw from the country. Iraq's problems are for Iraq to solve, not for foreign nations. A sudden withdrawal would create many problems for the country. At present, it does not have the necessary police force, army, education and health systems, tourism, and transportation infrastructure to manage on its own. Over time, however, that should improve. It is vital that Iraq be able to manage its own affairs.
The answer for Iraq may be to partition the country into three parts. Ultimately, though, that decision is for the Iraqi people. I suspect that many would vote in favour of such a division, but it is possible that there could be arguments over what territory would be given to who. Oil reserves and control over them could prove to be especially problematic. In any case, Iraq's future must be decided by its own people and not by occupying forces. No one wants to be controlled by an outside power.
