Appreciation of beauty begins with symmetry, not absolute perfect symmetry, but a tendency toward a natural balance. Long waists need to be balanced with the other proportions, for best effect. The trend toward hip hugger pants accented longer waists, and made otherwise attractive females, less attractive.
A waist can be moved up or down with proper clothing accenting the best proportions. Higher heels accent the lower portion's length. Higher waists give the illusion of better balance. Large belts diminish the real waistline, and move the eye to appreciate the whole, instead of just noticing the one feature.
Some females are quite proud of their longer torsos, and want to emphasize the disproportional of the long waist. In which case, they should show off what they are proud of, in this case, the waistline. Tighter fitting tops and half shirts are made for the long-waisted figure, emphasizing the torso's length. But, don't emphasize it to the extreme, making the lower portions appear too short. Balance in all things is important, and it certainly applies when deciding on fashion; a lesson difficult to learn for some, obviously.
My daughter is currently shopping for a bridal gown. She is tall, beautiful, and has a long waist. What she thinks looks good one her and what I think would look better are very different. She has narrowed it down to two, and will pick soon, I hope. She likes the one, which doesn't even have a waistline; and you know what? She's going to be beautiful.
