President Bush has been taking a measured, pro-active approach towards reducing human effects on global warming. He has always opposed the Kyoto Protocol; in 2001 he declared it 'fundamentally flawed'. The targeted countries were arbitrary and not science-based. India, one of the largest emitters of carbon dioxide, was exempt from the treaty entirely, and many of the countries simply cannot meet the standards.
The President is working to encourage scientists to produce alternative energy sources such as hydrogen and ethanol. The United States has spent nine billion dollars on basic scientific research strictly related to global warming, most likely more than the rest of the world combined.
Representative Joe Barton, of the House Energy and Commerce Committee, calls Bush a "common-sense environmentalist". The President still resists mandatory caps on carbon dioxide emissions; preferring market-based incentives, such as raising fuel economy standards for automobiles, more support for renewable energy sources and efforts to control emissions at large industrial polluters.
President Bush takes a forward-looking stance on the issue, looking for improvements, as opposed to back-pedaling and trying to undo what we have already produced.
