Whatever it takes to get you to that position is consistent with agile development.

A major idea in agile development is that the software team can be more effective in responding to change if it can be flexible.

1. Reducing the costs of moving information between people
2. Job time interval reduction
3. Make the topic experts convent and available
4. Doing strategic steps and processes incrementally
5. Creating a work climate leading to the team, the company and other working individuals spanning standardized gaps that more rigid organizations would naturally block
