Everyone is different and thus, every neighborhood is different. What may be 'the perfect' neighborhood to one person could be undesireable to another. There are a few ways to shorten the 'list' of neighborhoods in the area you are looking to move.
First, look at your lifestyle. Are you single? A couple with no children? A couple with children? A single parent? This helps you determine what area would be best for you. Those with children will be more likely to look at schools, major roads near the area, etc. before they look at such things as commute time and job availability ... or even pizza places that can deliver in less than ten minutes.
Second, ask around. The best way to do this is to walk into a local grocery store or gas station and ask about the neighborhood and the surrounding area. People will talk if they've a moment to spare. Going to these types of places will also give you a look at who is living in that area, what type of people they are, how friendly and such. While true, that it is not always fesible to travel if where you are moving is quite a distance away, there are other ways.
Third, check out the local newspaper online. It can give you a wealth of information from events currently going on in the town/city/suburb as well as news such as crime rates, employment rates, and other useful information. And, for those with children, you can access the website for the local school district to see information or phone numbers to call for any questions you may have.
Fourth, call the local police department or look online for the department's website. While they may not be a wealth of information, they may be able to answer your more basic concerns such as safety, hazerdous area's around town, and other things.
Fifth, be willing to compromise on some things. The pizza delivery place may have to take up to half an hour to get to you ... but how bad is that compared to being robbed?
