A few short years ago deciding what resolution to use presented a problem in that the majority of users were using a screen resolution of 800x600 which was fine if someone who had a newer monitor that would support the 1024x768 resolution that is pretty much the standard these days.
It may sound unfair, but when deciding which to use for a Web site, it would be wise to accommodate the majority of those who would view your site. I made the mistake in the past of using the lower resolution, and to my dismay a lot was lost as everything lost its impact when viewed on the newer monitors.
The main problem is that although a web page will display your graphics and fonts without sacrificing size, it certainly is very noticeable when it comes to the clarity of your graphics as they will be more pixelized being viewed on a 1024x600 monitor if done at a lower resolution.
You see the effect when you download a short news clip and then use full screen, it just wipes out all the clarity, but on a web site, the pixels are more pronounced making for an inferior presentation.
To sacrifice quality for the majority of your viewers so as to include those with the older monitors doesn't make sense since most are capable of the higher resolution. Designing your site today for the higher resolution would make sense as more and more are going to be using the higher resolution, and it would be a waste of time and effort to do one that would accommodate both that would be sacrificing quality for those that would be the majority of your viewers.
The newer monitors will be even higher, so in doing a site in the higher resolution that are good for today, may still fall short for the newest that are hitting the market.
So it's a safe bet to go with the 1024x768 at this time.
