The procedure can be simple or complex.
It depends on the cell phone and your carrier.
You may dial a unique "gateway" local phone number using your cell phone to access the VOIP system. The customer hears a dial tone. No ID or PIN is usually required. Your carrier's software records your cell number and it's corresponding credit card or the prepayment system for charges. Yes, it can be that simple if you have the right carrier like Tufone but if you have other carrier's the procedure may be much more complicated.
Because "iSkoot" only works on certain models of Cingular and T-Mobile phones."Vox" for Skype requires you to type in the first three letters of the name of the person you intend to call and do it quickly or face a possible disconnect tone."Rebtel" has a problem as it doesn't generate a local number in some of the countries where it can be used and as a result the recipient might not able to enjoy a free call.
Remember your free calls might be offset by fees from your mobile VOIP provider. And some cell users may pay per minute charges for using their cell phones. But most of the time VOIP calls will cost less than using most calling cards available so the system may be worth the effort to use.
