There is no right or wrong answer to fixed or fluid web design. It is a matter of preference. My personal preference is a fixed web design because the page will display in the same dimensions as it was created. That means it will likely display correctly each time. A fluid web design, stretches to fill the white space on your browser window.
Fluid web design fills the entire space and can affect the web architecture. For instance the paragraph will re-wrap to the size of the receiving browser. If you are a webmaster, the choice of fixed or fluid is largely up to the customer as to what he prefers for his website.
Advantages are found in both designs. Fluid web pages are said to be more accommodating and accessible because the information flows into the receiving browser window. I prefer the fixed for the continuity.
