There is a very big difference between trying to end the war, and trying to win the war. Until that difference is crystallized in the minds of the top administrators, the war will not even come close to ending.
For starters, there are two things that need to be realized:
1) It isn't a rogue element, or a few fanatics fighting against the allied forces in Iraq - it is a significant part of the Iraqi population. How many reports have we read telling us how many 'terrorists' have been killed, only to wake up the next day and find that another terrorist has struck? It doesn't matter how many 'terrorists' we kill, there will always be more.
2) Sunnis and Shi'ites and Kurds do not get along. I'm not sure how many more people we need to see killed, before we get that through our thick skulls. These are not people that should live together. Britain through these three peoples together in 1920, and even then they fought against it. Chemical weapons were used against the Kurds to keep them from revolting? Sound familiar?
So, given that these people don't want to live together and are prepared to fight to the death in order to avoid unity - there are two solutions that remain:
Option A: rule the land with an iron fist, as Britain did in 1920 or Hussein did more recently. This means killing any dissenters, slaughtering whole villages etc. Only with this level of fear, will the people stop fighting.
Option B: (the logical course of action): seperate them. Create three new nations. Divide the oil wealth up accordingly so that the Kurds don't get the lion's share of the oil - but allow these peoples to live apart.
No, Turkey won't be pleased, and it will probably result in much of their population wanting to join Kurdistan, but given the conditions that Turkish Kurds have suffered under, isn't it about time?
