Visit download.com to download them, there are many good ones(Frontpage Express is one of my favourites).
Then you can start off. Then decide what do you want your homepage to be about. The add the contents by typing into the HTML editor. You can then signup for the many free services which offer to host your homepage, then Voila! you are done.
These days it is very easy to make homepages coz of these editors.
You just need to type in the content insert the pics & you are done , no coding needed!
Visit Geocities.com, its one of the largest free providers.
Other free providers are
www.netfirms.com
www.0catch.com (zero & not O)
http://free.prohosting.com/
www.BizLand.com
www.virtualave.net
www.free-host.com
Ofcourse all of them will insert ads.
Make your choice based on your needs, there will be many features provided by these sites, but choose only that site which is relevant for you & provides what you need.
