Improving literacy among adults

Human resources within the higher education sector need to be more competitive on both regional and worldwide levels. They need to achieve sustainable improvement in their competencies to deal with knowledge society, the globalization challenge and the unprecedented progress in science and technology.
In order to achieve quality development of professional competencies in the higher education sector, it is important for every university to establish a Capacity Enhancement Program for its staff in order to cope with the challenges of globalization and information age.

The Capacity Enhancement Program can achieve a quality development in higher education by enhancing the academic, administrative and leadership skills of the human resources working in universities and higher education institutions.
The strategy of this program is based on creating a variety of training courses. It is important to provide a variety of courses to suit the position and capabilities of employees within universities and higher education institutions. Courses included should focus mainly on enhancing the general, leadership, communication and personal skills as well as improving skills related to teaching, learning and research.
Creating a knowledge innovation department within the ministry of higher education to continually re-innovate in the program. This department will hold the responsibilities of creating surveys to recognize market needs, get feedbacks from stakeholders on new ideas and initiatives and assess progress. The department will also ensure better flow of knowledge among departments within universities and higher education institutions.
The expected value or output as a result of applying this program to universities and higher education institutions is first of all the improvement of the quality of higher education in favor of science and technology. Higher education universities and institutions will have as output knowledge and technology oriented graduates able to create the development and innovation needed to serve the well-being of their country. Also applying this program will ensure performance efficiency and ensure sustainability.
other expected values fore applying this program is the capacity building of university and higher education institutions' staff members, leaderships and research personnel. Translating ideas into opportunities is also an output that can lead to an increase in projects and services.
