This question has two sides. The first is does Arsenal's lack of English player cause them a problem? Well look at their record, they have won the league with only a small number of English players in their team so that would say to you no, when you look at teams who have lots of English players like Middlesbough how have lots but can't win anything. Their can be a problem with a lack of English players and that is sometimes it can take a while for them to adapt to the pace and physical side of the English game. The other problem is the weather, it is often cold and rainy in England and some players from out side the UK don't like the conditions and end up playing badly.
On the other hand it is a problem for the English national team. With one of the BIG FOUR with next to no English player in their team let alone squad. As Arsenal's team play in the champions league their becomes a short fall in the top English players playing in that competition. This affects the development of players in the English national team. Because these players don't get the chance to play top club level football. SO they aren't always good enough at international level.
So from what I have said, depending on your view of the question the answer can go either way.
