Firstly, you should start by knowing which type of web counter you want. There are very simple counters you can use/make yourself that count every page hit, usually called hit counters, or there are counters that will count each visitor separately.
The best thing for a beginner is to find a free service that provides a counter/tracker. I personally started off with bravenet, but back then I don't think it was swamped with adverts. extremetracking.com is quite detailed and not hard to use. statcounter.com also seems a favorite.
Most of these services will supply you with a code to put in the HTML of your website. This will send information to them every time someone loads a page of your site. They save this information under your user name and you can log in to see your stats. It's the best solution for beginners.
If you're more experienced with web design you may want to find a free web counter with more options.
