First a word of caution. For first editions or valuable books always go to a professional.
For normal books, first examine the tear. Does it change direction? If it does repair each part separately.
NEVER use normal cello-tape, it will age and come unstuck and is unsightly.
Tools for the job.
Document repair tape
Waxed paper
Book press or heavy item such as a brick
Method 1
1, make sure the two sides of the tear meet. Flatten out any crinkles in the page.
2, Place waxed paper under the page you are working on.
3, Using the smallest piece of document repair tape for the job, cover the tear. Press down firmly.
4, Turn the page, making sure you put waxed paper underneath again.
5, repeat stage 3 on the reverse of the tear.
6, Leave the waxed paper in place and put the book in the book press or under the brick. If you use a brick it is best to wrap the brick to avoid it scratching the book.
7, Leave over night.

Method 2
This method will give you a stronger repair but is only suitable for book ink that will not run if wet. To test your ink take a Q tip and wet it, then dampen a piece of text in an unobtrusive place. If it smudges you cannot use this method.
1, Place the waxed paper underneath the page you are repairing.
2, Tear a strip of Japanese paper, slightly longer than your tear.
3, Place it on a work surface and paste with methyl cellulose paste.
4, Take your tweezers and carefully place the Japanese paper over the tear.
5, Check that the paper is covering all of the tear and then cover with another sheet of waxed paper.
6, Close the book and put it in the book press or under a heavy object.
7, Leave until fully dry, usually over night.
