The apology is only what the person offering it intends it to be. The expression does come in different degrees of importance in its most simplistic or complicated form.
Think of the transgression that warranted the apology in the first place. What was it that prompted you to consider the "righting of the wrong"? How you weighed the consequences of your actions, the inevitable face to face that has to be to offer the apology that gave you great anxiety and reluctance to do so. You look that person straight in the eye, you are acutely aware of the pain you visited upon them, your eyes well up, you offer your apology and only hope they know your heart felt sincerity as you give it. That is the apology in its most complicated form. Bump into a person on the street "Oops sorry" the apology in its most simplistic form.
More times than none we humans do take into account the degree of the situation and the sincerity of the individual's intent. Therefore the apology is only as sincere as what the person intends it to be.
