The question is about developing leadership skills in children outside of school. Outside of school means Open world. That means how to become leader in the field you choose. Leadership is nothing but motivating people in specific area or in the particular direction to get the good result. You can motivate others only when you are capable. So, becoming Capable' is the main matter here. Right. Then how to become capable?
Let your children take participation in extra curricular activities or general competitions held outside.
Encourage your child to develop positive attitude and self confidence.
Motivate your child in the fields s/he is interested. Because , in interested areas, becoming leader is not a difficult matter.
Never compare your child with other children. Let him express his own ways and approaches in dealing with a particular task. Because, no one is perfect.
Take your child to exhibition, science fares, museums, site seeing, shopping, etc. whenever you get time. This will help your kid to understand the world , people and surroundings.
Encourage him to get good knowledge. Supply most of the resources like books, CDs, games, magazines, etc and create your child friendly environment at home.
Tell about various stories of various famous leaders and how they have influenced other people with their leadership skills. This helps your children to understand the use of leadership.
Also, Parents and school must encourage children by extracting their built-in talents out and help them to proceed further in their career. They must explain the children what are the benifits of becoming leader. How he will be treated if he is a leader? The recognition he receives if he becomes a leader, the rewards he receives if becomes leader, etc.
