The problem of animal cruelty

Animal cruelty is wrong. Speaking in terms of domestic pets such as dogs and cats, this very topic is personal to me, and it is one that cannot be tolerated. In fact, I believe the laws concerning cruelty to animals are far too lenient.
People who abuse animals are heartless. Plain and simple. They were not taught to respect life. Sure, some may argue that it's just a dog, but that dog is alive, living and breathing. It feels pain. It understands sadness. And it will be loyal until the end. Why someone would physically harm an animal is beyond comprehension.


The problem lies much like in line with how people become parents. Anyone can be a parent, and unfortunately, anyone can own a pet. There are no background checks, no laws requiring pets to make annual visits to the vet or be subject to an unannounced visit by a group who protects the rights of animals, to assess the possibility of abuse.
There is a video floating around of a woman, wearing a high heel, jamming the heel of her shoe into a small puppy. She killed it, and continued screwing her heel into the poor lifeless body. I would like to know where that women is, and if she in jail for life for acting like a complete monster. And, to tape it. This is someone who should not be walking the streets of America.
Maybe if harsher penalties were instilled this would deter someone from harming an animal, and maybe even play a deciding factor into whether or not to own a pet in the first place, or to abuse their neighbor's dog for barking too much.
The way the laws are as I understand them, you can go to jail much longer for smoking a marijuana cigarette in the privacy of your own home, bothering absolutely no one, sitting there with you best friend spot, than if you were to take spot, beat the living hell out of him, and hang him in your backyard.
Could someone please tell me how this is possible?
Perhaps it's time for animal rights groups to clamp down on this heart wrenching problem and force the government to pass legislation against those who commit such horrendous acts against a defenseless and peaceful pooch.
