This is one issue that i stand strongly on. I'm an artist, an art teacher and i work at a daycare. i understand all the concepts and techniques of developing your artistic craft. i teach it. structure, creativity, perspective, design, shading..all of it.
The first thing to understand is that children are creative to begin with. Whether or not they enjoy creating pieces of art or not.
When deciding to enroll your child into a "formal" art class you should consider: their age, what the dynamics of the class are, what they teach, the instructor's point of view on young children, and just whether or not your child WANTS to do this.
The best way to encourage your child's interest in art is to help them be creative, spend time with them being creative and let it be their decision whether or not they want to go somewhere other than home or daycare to create.
If that's what they want, i say go for it. But do your research. Make sure the instructor isn't too "formal" and discouraging to your child. Choose a class that is flexible and has an element of "fun" to it, while teaching the basic tips and techniques to art.
And one last thing to not forget? Listen to your child's reaction to the class. Do make them stay if it's something YOU want.
