Determining the value of a web domain

What accumulations of a domain suggest there's value?
Web domain valuation might be a requisite for accounting alone.

Who's it worth what to?
Is sale anticipated?
Appropriation envisioned for lack of development and competing authorities/interests uses?

Google developed ah "Adsense" program and an interested public might expect going to "www.adsense.com" would send to program outline.
That outline might have been a www.google.com directory alone then (perhaps www.google.com/adsense).
Today the former forwards to the latter.
For a time www.adsense.com was probably owned by other than Google.

If prior owner were a small business, one might anticipate that huge numbers of interested web surfers might test that small business servers.
Additionally, there might be much public frustration at finding the URL occupied by other than huge advertiser.
Sale of the domain to facilitate the public, and relieve smaller purpose, might be anticipated.

Such a small business might value that web domain far above registration cost of perhaps as little as $2...perhaps yearly support costs of as little as $99.
Tax authorities privy to offers might give little pushes as well to suggest accounting standards 'need improve' and the like.
