The end of the war in Iraq was officially declared and is now history. Before that time the political mechanics to enter the war were laid down by the US Congress, The President and the ever watchful eye of The Supreme Court included the careful design of how to tell when the war had ended. This was to avoid extended engagement of US and allied troops and begin a move to a more Democratic government for Iraq.
