Bruce Knight, chief of the USDA Natural Resources Conservation Service, said he foresaw development in the near future of trading in "environmental credits." "The environment is a niche market, but one in which every farmer and rancher has a niche- such as carbon sequestering," he said in remarks prepared for a December 2002 Farm Journal magazine forum. He said the Conservation Security Program, authorized in the new farm law to make "green" payments," could provide the vehicle to get us to that vision."

With green credits, future development focuses on the best, highest-yielding wind sites in order to have the most commodity to trade in the market for the lowest production price. If you don't understand in detail how that market functions, then you are not going to survive. At worst you'll lose money in the market because you don't understand the full value of what you have to sell. As electricity consumption increases over the years and "conservation" programs continue to be ineffective, the value of wind power also increases. Few people are in an organization or small business "for their health;" the same should be true for wind farming as a way to reduce the cost of electricity.
