Women and men can be 'Just friends' but few choose to be. We grow up always wanting more, and it is the same in a relationship any relationship. Though what you want more of tends to differ with the gender and with the person in general. It's simple if the guy in the relationship is single and so is the girl it's pretty much chemistry as long as neither thinks the other to be unattractive (or repulsive).

I also think the setting has a lot to do with it. If you and your friend of the opposite gender go to the movies to see a rude and crude comedy versus going to the fanciest Italian restaurant in town and taking a moonlit stroll on the beach the setting pretty much reveals your intentions.

Something else that comes into the mix is other people, if you usually hang out with your friend of the opposite gender in a group it seems less likely an intimate relationship will spark. It also seems less likely an intimate relationship or anything more than a friendship is wanted.
