Do sanctions deter the actions of rogue nations?

First, there is no such thing as a rogue nation. It is very important to understand this premiss. Ordinary people like you and I throughout the world all have the same goals in life: Have plenty of food on the table, have a comfortable place to live, raise and educate a family to adulthood, maintain adequate health, and die at an old age in peace. Ordinary folks the world over have no aspirations for conquering the world, for dominating the politics of the world, they just want a nice tasty supper. All nations are made up of ordinary people just like you, me and our neighbors.

What does exist are rogue national leaders, narcissistic, power mad, uncivilized creatures who have the intellect and will to dominate others at any cost. These rogue creatures find a way through clever cunning and brute force to worm their way into power, unencumbered by any moral concerns. They brilliantly build an infrastructure of like-minded evil doers who, in order to maintain their position of power, faithfully go about their duty of destroying any and all opposition through jailing, torture, or death. The rogue leader and his henchmen have the trappings of royalty and wealth, but, most of all they have the power to dominate.

This need to dominate knows no bounds. Once these rogues are secure in their position of power within their nation they then begin to look abroad. Their concerns and fears are only confined to themselves and certainly not to the people of their nation. The people of their nation become their chattel necessary only to supply them with the wealth that is solely and only theirs to do with as they please.

Consider, if you will, the rogue leaders of the 1930's and 1940's in Germany, Japan and Italy. Once those leaders were eliminated from power the folks of Germany, Japan and Italy once again became productive, peace loving, moralistic members of the world community. The peoples of Germany, Japan, and Italy were never “rogue”, it was the leaders who manipulated their way into power who were the rogues not the nation.

Now the question before us is: what do we do with these present day rogues? Can sanctions against these “nations” deter them? Actually, who suffers when any sanctions are put into force, the people, the leaders, who? Sanctions do bring about discomfort if not pain but only to the ordinary folks trying to live their ordinary lives. They feel hunger, lack of goods and services, their lives are terribly disrupted; but what about
