There is a simple and very effective way to solve this situation. It is probably the only sensible solution to this ever increasing problem of the younger generations. The answer is, when the teenagers do wrong; make the parents pay...?
Ultimately all parents are responsible for there children. Respect that is taught in the home from an early age will carry through their young life and into adulthood There is an exception when children reach their teenage years and hormones start raging, this is normally the time when most kids lose their way and become an individual member of their own surroundings.
The problem at this stage of their life is, if they are not kept in check between 13 and 19 years of age and are allowed to become an individual member of their local society, you have lost them to adulthood long before their body and mind actually reaches it.
It is the responsibility of all parents to instill into their children, that it's not the fault of society when they stray off the straight and narrow, and to keep them in line and not to blame society for their short comings. Most parents bring up their children to know the difference between "Right and Wrong", so by the age of 13, they are very aware that they know it's wrong before the deed is done.
Then Justice System, you can pay for Justice, but it don't mean you're gonna get it...? "what a bloody joke" If someone breaks into my house and he gets hurt by me because I am defending my family and my property, he tells his parents and they sue me...! The law will prosecute me for defending what is rightfully mine. He gets away scot free and I end up paying him compensation for the priviledge of breaking into my house in the first place and we call that Justice...? No I Dont Think So.
There is far too many people who Pussyfoot around with Justice these days. It's like trying to fight a forrest fire with a twig...! Make simple rules that people understand, and stick to them, I E: If you drink & drive and get caught, you will lose your license for five years? No questions No IF's, BUT's or MAYBE's, that's it.
