In many ways, Vancouver is a bit colder than other areas when it comes to the friendliness of the population. You can stand out be being open and sociable. If you want to specifically meet people as soon as possible, the Internet and local events are your best option. There is no shortage of people in Vancouver. As long as you keep at it, you should find yourself meeting some interesting people.
