For those that do, they should be rewarded. For those that don't, they don't deserve increases until they turn around their classroom grades to that of an acceptable average.
Too many just put in time, whereas a few dedicate themselves to providing the best they can administer so that their pupils have a better chance in life.
The system should implicate incentives for teachers to do a better job. Those that improve their classes the most get the most, and lets not kid ourselves, money talks.
Teachers can blame the students all they want, but unless they know how to reach their students, they will continue to lose their attention.
A teacher has to be both a teacher and a performer of sorts.
Case in point, I failed miserably in a dry subject, "World History" as a result of a bland low key teacher who just about could bring herself to even teach the subject.
Having to go to summer school to reverse that failed subject, we had a dynamic teacher who paced the floor, showing all kinds of excitement when delivering his message, and creating somewhat of a story for each of his topics he wanted to deliver.
In short, he was electrifying. We couldn't wait to get to class the next day, and would plead for him to show us more when class ended.
I passed with flying colors. I will never forget this man and his ability to bring alive a subject that ordinarily was so dry and boring.
So get with it teachers. Its up to you to make sure we have a nation of superstars.
Don't pass the buck onto the students. They want to learn, but its many of you who fail to teach.
