Gas is in short supply and the law enforcement agencies are strectched. Vigilantes are not uncommon and the best of these, Jade Champion, is killed by crime boss Tony Malochio. You, as her brother Groove Champion (great name, huh?) are mentored by Jade's old friend Taurus and the two of you set off to avenge your sister's death.
You aren't normal vigilantes though. Most of the fighting you do is done between vehicles, so it would be a different type of film, but the plot is alternative enough to be interesting.
Deus Ex
As a science fiction, first person RPG, Deus Ex is already a weird hybrid of a game with multiple solutions to problems and multiple endings dependant on choices you make towards the end of the game.
It's the depth of plot that helps Deus Ex stand out though and has exactly the kind of story that would suit a transition to celluloid.
XIII
XIII is the story of an amnesiac who comes round to find himself on the beach. He's found by a lifeguard and taken to get treatment at a lifeguard station where he's attacked by armed men, thus beginning a quest to regain his memory and find out why these men are out to kill him, following the trail of clues that indicate something rather serious regarding the recent death of the American president is happening.
XIII has an advantage in that it's based on a comic and the game covers only a small part of the whole story, but that just means the depth of story required is present and correct, even if the film would potentially cover more than the game.
These are only a small selection of the games that have potential to become games. They were chosen mainly for their interesting plots, which is the most important consideration and they are typically of genres which offer a little more than simple gaming acts such as shooting, fighting or driving, usually excellent examples of their genres or providing something a little different.
