The best way to learn a foreign language depends on your monetary and time abilities. If you can afford to, then you should live in the foreign country and immerse yourself into that culture. If your funds and time are limited, then you should sign up for classes, get a tutor, or buy foreign language programs.
The ideal and best way is to travel and live in the foreign country that speaks the language you want to learn. You will be able to observe and absorb the cultural atmosphere, and understand why things are done a certain way. You will learn like the native speakers. There you will be required to speak in the foreign language to residents for different purposes, like eating at a restaurant or attending a concert. Language rules tend not to be followed, so you may not be speaking the proper way, but slang.
However, due to circumstances, if you cannot afford the luxury of living in another country temporarily, then your next best option is to sign up for a foreign language course or get a tutor. In the foreign language course, the grammatical rules and usage will be presented in a formal instruction. You will learn the proper foreign language which is different than the learning in the foreign country. Many native speakers will tell that the foreign language is not your first language.
Another option is to buy tapes,CDs, or DVDs along with appropriate workbooks. Here you can set your own pace and schedule on learning the foreign language. If you do this alone, you may get bored or become uninterested. Preferably, this option should supplement the above options.
One tip to always remember is to have fun and not be afraid to make mistakes.
