First you need to build a quality website. This site should include a brief description of your company to let people know that you are reliable and experienced. If you are new don't hide tht fact, instead use it as an advantage to offer discounts and promotions.

If you are on myspace don't forget to put your site on your profile. You can also send ad messages to everyone that is your friend on the post board and this is not spam. Make as many friends as possible so when you send out a message alot of people get it. Target making friends where it is relevant to your business. You can also meet people for swapping links it is great idea as well. Put a small ad on your page for someone and have them do the same in return.
