Can we obtain divine forgiveness before or after we forgive ourselves?

One thing about forgiveness is that it comes from the heart. Anyone can be forgiven by God,  Jesus, the Angels, Saints, or whatever other Divine Source we worship, but is that enough?  Many religions have their Sins, rules, or other protocol they follow, but all in all, there is always forgiveness from Someone or Something, that is a known fact.

I have heard that the worst punishment is created by our own Self. The worst critic, the worst judge, and even the worst cynic, is our own Self.  Any individual can recieve forgiveness, but the true forgiveness comes from the Self.  If the Self cannot forgive then it makes no difference if there is an outside influence of forgiveness. This is the way that the human mind and heart work, it becomes a subconscious thought-form that will not go away until it is believed by the said individual.

For example, I had a friend who drove after he drank enough to put him three times over the legal limit - he was too drunk to drive, of course.  After 20 minutes of trying to drive home in a manner that would not attract the cops, he lost control and hit someone that was riding a bike. He had severely hurt that person and was scared to death that his life was over as well. He fled from the scene, went home, and then passed out. The next day he forgot about it due to being drunk, and slept all day due to his hangover. The day after, cops showed up at his house and questioned him about his car because there had been a witness who had followed my friend to his house. My friend had no idea about the accident (because of how drunk he was) and the police believed him because he did not act suspicious in any way and even went so far to tell the police to check his car for damage.

They did, however, check his car and, on inspecting it, had noticed the place where my friend had hit the person on the bike. There was extensive damage to the front passenger side and blood. The cops immediately arrested him and took him to jail.  While in jail, my friend kept on having dreams about what had happened that night of the accident. He became guilty, and could not forgive himself for what he had done. A priest came to him, by his own request, and talked with him for a while. They talked about how God forgives him for his mistake, but my friend would not believe it.  My friend became depressed and would not eat or drink and this continued on for about 4 days. He became sick and would not even get out of his
