I would say that an alarm system is a good protection against burglars. Dogs are good to have around the house, but sometimes it is very easy for a burglar to distract a dog, by feeding the animal some meat, or even putting something in the food that will cause the dog to become drowsy. Ideally people should have both. If one fails, then there is always the other option.
Alarm systems also come with problems, but most alarm systems are operated by companies which continuously monitor the neighbourhood that you are living in, and they respond as soon as something odd is tracked. It is true that some burglars are quite advanced and they can disconnect the system, but remember that these alarm companies always have cars or other vehicles patrolling the area with armed security guards.
A dog needs to be well trained as well, in order to successfully stop burglars from entering a premises. Remember, not all dogs are fierce looking and some can just get walked past by the burglar. The big, fierce dogs on the other hand have been known to attack innocent people as well, so owners need to be very careful when employing a watch dog.
The cost of putting an alarm system in place may cost the same in the long term as having a watch dog. The dog will die in around ten years and have to be replaced by another dog, whereas if you feel that the security company that you are with is not playing the game, you can switch to another company very easily. Dogs will bark when they see intruders, but the alarm company will monitor the situation, and send guards out as soon as the system goes off. This means that the home owner does not have to worry so much about the house when he/she goes out.
People get attached to dogs. Alarm systems are just there to protect us. We have no relationship with the system, although a business relationship can be formed with the company over a period of time. It is nice to get to know the guards who regularly patrol your area, and report any suspicious looking people. The alarm company in the end can do more to stamp out crime in your neighbourhood than a dog, who will just bark at intruders or be tricked by being fed meat or some other goodies.
