The best answer to a pest problem in your yard and garden is and always will be a natural predator.  Nothing is as dependable for keeping pests out as their predators in the flesh, because when there's predators just around the corner, they could be snatched up and eaten at any moment when they let their guard down.  But, having a natural predator of pests in your yard probably isn't the best or safest idea.  For small critters, natural predators are usually mammals larger than the critters themselves, like wolves or foxes.  And you probably don't want a fox or wolf crossing your yard often, so attracting an actual natural predator of your pests is probably a bad idea.
