How to control pet overpopulation

Controlling Pet Population

There are way too many pets without homes right now. People are very irresponsible when it comes to another living creatures life. I am very disappointed with the human population for letting the pet population get out of control. Although there are people who do what they are supposed to do and are responsible with their pets, there a whole lot of people who aren't. Those are the people that need more rules and regulations. Without supervision of the government, more and more pets are going to suffer.

This is my proposal of what we should do to control pet population:

1. Any person owning a pet is mandatory to get proper immunizations and vaccinations

2. All pets should be neutered or spayed

3. All pets need to be registered with the county they reside in

    A. Registering the pet is free

    B. Owners have to show records (proof) of shots

    C. Owners have to show records of pet being spayed or neutered

    D. If they do not have proof, they have 14 days to get it

    E. If they fail to register or show proof of records on a pet, they are given a citation or ticket

         a. If a person refuses to comply with the law, they will be prosecuted

         b. All moneys that come from said citations or tickets are to go to the local humane society

4. Any person wanting to breed their pet will have to get a permit from the county they reside and are registered in for authorization

    A. Fees will be charged for a permit to breed

    B. Any breeding without a permit will lead to hefty fines on first offense

    C. A second offense will lead to prosecution

If courts do have to get involved, then there should be court cost penalties. I believe that fines and permit charges should be put back into our local humane societies. It is time to get tough. We have to pull our resources together and shut down the over populating of pets. It is senseless for such sweet creatures to have to pay for human error with their life. It is time we stand up and say enough is enough. Let's stop the abuse and killing of innocent animals. It is inhumane to continue to let them have babies and fight for their life.
