People would not be 'good' if there were no rules to obey

The quick answer here is "NO".

People will not be 'good' if there were no rules to obey. People, instinctively, would construct rules to break. They would make exceptions to the rules. They would plead and beg or even grovel to not have these same rules to apply to them: because they would want to be 'over' or higher than the rules that they established. Finally, they would request 'mercy' for the rules that they intentionally broke.

Just look at children and how they instinctively react to and with people. Children will test limits repeatedly, until they are stopped. If there are no limits expressed to them, they will set their own 'order' which will generally be: Mine, mine, all mine!

Adults know the 'rules' but they run red lights; make right or left turns on a red light; will 'bump' your car in a parking lot and not take responsibility for the damage; will try to falsify their timecards or have someone else 'punch them in at work'; will cheat at cards; will cheat on their spouses; will deny their children to save 'money' while destroying the quality of a child's life; will hit a dog with a collar and not return the dog to its owner; and will do all manner of things that are vile and unimaginable when there ARE rules! Could you REALLY imagine how things would be without them? It would be MORE than chaos.
