When deciding what type of zombie is more effective, fast or slow you must first have the answer to questions like: How does a zombie's body work? and, Are zombies capable of intellectual thought? If a zombie's body is still decomposing because they are dead then it would make sense that they wouldn't want to move at fast speeds because they could have a leg fall off by just running down the street. However if a zombie is simply a person who has become brain-dead for some reason then it wouldn't have to worry about body composition and it could move as fast or slow as it needs to and its speed would only be limited to how fast they were as a regular human being.

Now if a zombie has to move slow because of its rapidly decomposing body but has the ability to have some sort of intellectual thought then it could analyze useful tactics to catch people. A simple example of this would be to imagine a zombie walking down the street chasing after a human a block away, and the person stops and turns to laugh at how easily he can get away only to be attacked by a second zombie hiding in some near by bushes. However, if a zombie has to move slow because of it's rapidly decomposing body, but has no thought except to eat then it can only be effective at killing if they somehow surround you.

On the other hand, if zombies are brain-dead people limited only by how fast they were as humans and are only concerned with feeding on people then they will be as effective as a lion hunting for food on the plains of Africa because they are able to move at fast or slow speeds and are fueled only by their animal instincts, and if capable of intelligent thinking abilities that will only increase their effectiveness.

In the case of a zombie outbreak it is safe to assume that the faster a zombie is the more people it will eat. How "effective" is a zombie that can't catch anyone? A slow moving zombie can easily be avoided or killed by almost anyone except for small children, paraplejects or just someone who isn't paying any attention to their surroundings. A fast moving zombie that can sprint after its prey has a much better chance of finding people they can catch, therefore killing more people than a slower zombie.

In conclusion a fast zombie is more effective at killing people and because of that reason more effective at scaring people.
