"Weirding Shaman" is a 2/1 black goblin shaman printed as a rare for the Magic the Gathering expansion set known as "Morningtide." This is a type of creature card that entices players to build around a theme or "tribe" of creatures. In this case, players are encouraged to build around goblins. To get the most out of Weirding Shaman, you want to build around goblins. There are plenty of goblin cards that help out Weirding Shaman and boost its ability.
The converted mana cost for Weirding Shaman is two. You will need one black mana and one colorless mana to bring Weirding Shaman from your hand and onto the battlefield. For what Weirding Shaman can do, the converted mana cost is well worth it. If you can get Weirding Shaman onto the battlefield early enough, you could have the field advantage for several turns.
What does the Weirding Shaman do in the first place?
By paying one black mana and three colorless mana for a converted mana cost of four mana, you sacrifice a goblin. In place, you get to put two 1/1 black goblin rogue tokens onto the battlefield. One can ask: Why sacrifice a good goblin for two 1/1 black goblin rogues?
You can always sacrifice a goblin token. You can combine this with a few cards. One card would be "Goblin Assault" which is a red enchantment printed in "Shards of Alara." This enchantment lets you put a 1/1 red goblin token onto the battlefield at the start of your upkeep. If you have enough, you can sacrifice one of them and get two 1/1 black goblin rogue tokens. In this respect, you double your goblin tokens.
You can also combine this with the red sorcery called "Goblin Offensive." By paying X mana, you get to put X 1/1 red goblin tokens onto the battlefield. In a black and red deck, this is an excellent combination. You can sacrifice them to get two 1/1 black goblin rogue tokens.
With the goblin rogue tokens, you can combine "Weirding Shaman" with the "Stinkdrinker Bandit." Since they also count as rogues, they get +2/+1 until the end of the turn if they attack and are not blocked. Any of your 1/1 black goblin rogue tokens become 3/2 creatures until the end of the turn provided that they are not blocked.
Overall, Weirding Shaman is an excellent card for the most part. As long as you have the means to produce goblin tokens, you can take advantage of Weirding Shaman's ability. If you combine it with cards such as Stinkdrinker Bandit, you can overwhelm your opponents in a matter of turns.
