"Declaration of Naught" is a blue enchantment spell printed as a rare for the Magic the Gathering expansion set known as "Morningtide." From the look of this spell, you want to make a control deck that has blue cards. Also, it helps if you know beforehand what cards your opponents will be playing. If you do, you will get a lot of use out of Declaration of Naught.
The converted mana cost for Declaration of Naught is two. You will need two blue mana to bring Declaration of Naught onto the battlefield. For what Declaration of Naught can do, two blue mana is very reasonable enough for the most part. Keep in mind that this is an enchantment spell and that Declaration of Naught can be affected by spells and abilities that affect enchantments.
What does Declaration of Naught do in the first place?
When you play Declaration of Naught on the battlefield, you name a card. It can be any card. Make sure that it is not a land card. You can pretty much name just about any card. By paying one blue mana, you can counter that target spell with the name. However, this will not work on certain cards such as "Banefire," "Demonfire," "Spellbreaker Behemoth," "Root Sliver," and a few other cards. Some of those cards simply say "cannot be countered." Banefire cannot be countered if the other person spent five or more mana on the X casting cost. Demonfire cannot be countered in the spell's controller has no cards in his/her hand.
In short, do not pick cards that cannot be countered. The other cards are pretty much fair game.
Still, you can get much use out of Declaration of Naught. For example, your opponent could have some bothersome planeswalker cards in his/her deck. In that respect, you pick one of those planeswalker cards. One example would be "Nicol Bolas, Planeswalker" that has some devastating abilities. If you know beforehand that your opponent has that card, you can name it when you play Declaration of Naught. All you would need to do is pay one blue mana to counter that spell.
This enchantment spell is useful once you know most of the cards in your opponents' decks. That should very well give you the upper hand. In a regular deck, it would not hurt if you have three or four of those cards on hand. That should help you out a whole lot for the most part. However, it is not a good card in a free-for-all game.
Overall, this is a good card provided that you know what cards your opponents are using. Keep in mind that this is good for a control deck. Before putting Declaration of Naught in your deck, go up against your opponents and see what cards they are using.
