"Preemptive Captain" is a 2/2 white kithkin soldier printed as a rare for the Magic the Gathering expansion set known as "Morningtide." This is in a sense a tribal themed creature card. In the case of the Preemptive Captain, this is card that helps out other soldier cards. With the right combination of soldier boosting cards, Preemptive Captain becomes pretty impressive for the most part.
The converted mana cost for Preemptive Captain is three. You will need one white mana and two colorless mana to bring Preemptive Captain from your hand and onto the battlefield. For hat the Preemeptive Captain can do, the converted mana cost is well worth it. Keep in mind that white does not need much mana acceleration to do most white spells having low costs. On an unrelated note, white is anti-mana acceleration and anti-mana fixing.
What does Preemptive Captain do?
The first ability of Preemptive Captain is First Strike. If it is blocked or is blocking, Preemptive Captive will deal combat damage first. If the other creature gets killed, it does not deal damage to Preemptive Captain. With some enchantments and artifacts, Preemptive Captain can do some sizable damage to an opponent.
Whenever it attacks, you get to put a soldier card from your hand and onto the battlefield tapped and attacking. This is good if you have a deck built around soldiers. In the case of Preemptive Captain, you want both kithkins and soldiers.
One can ask: How do you get the most out of Preemptive Captain?
There are a few possibilities. One would be having a bunch of kithkin creatures on the battlefield under your control and having "Kinsbaile Cavalier" in your hand. By attacking with Preemptive Captain, you can play Kinsbaile Cavalier. It gets X +1/+1 counters for each kithkin on the battlefield under your control. Say that there are seven kithkin creatures including Preemptive Captain, Kinsbaile Cavalier would get seven +1/+1 counters. It would be an 8/8 creature. You can immediately deal an opponent for eight points of damage via Kinsbaile Cavalier.
Another possibility would be "Captain of the Watch." As soon as it enters the battlefield, all other soldiers under your control get +1/+1 and Vigilance. Captain of the Watch also lets you put three 1/1 white soldier tokens onto the battlefield.
Overall, Preemptive Captain is an impressive card depending on how you use it. You need to make sure to have plenty of kithkin and soldier cards. For the most part, you may want to build a soldier and kithkin-themed deck to get the most out of the Preemptive Captain.
