In order to find the writer within, you must realize two important facts. The first one is the fact that there is a writer in each and every one of us. The second one is that in order to find that writer within us it takes alot of practice. These two facts are also very much enter-twined with each other as I will be explaining.
There is a writer with all of us that desires to be released. There is that something that everyone has deep within themselves that practically screams to be released. If you can read you can write. You have been writing ever since you were first taught how when you were in the first grade. You write just about everyday on things as simple as writing a check or a reminder note to someone. Of course there are bigger efforts to writing than these simple examples such as job reports, journals, or even items that you might be considering to try and publish.
The best way to learn how to write is to practice as often as you can. It would be ideal if you can start a daily habit of writing, but if you can't then practice as often as you can. It is very important to also read whenever you have time. This is a great way to learn what you might like to write about as well as how other authors write. If you need to learn more about writing and don't have the time or money for a formal writing course then reading is the best option along with practice.
Learn to keep a notebook and pen handy at all times. You never know when an idea will hit you and it is important to write it down as soon as you can or you run the risk of forgetting the idea and it becomes lost. Writing down ideas is also a good habit because even if you don't immediately act on it you may be able to use it on those days when you can't come up with a new idea.
While everyone has a writer within not everyone has the same ability. Some writers truly stand out in a way that only a very few can. Others have to practice constantly. With writing practice makes it easier. That first short article might take several weeks for some and others can write several in one day. It doesn't matter where you are just continue to practice and it will ge easier sooner or later.
