The government's activities, not to mention salaries are pretty much fueled by the citizens (and taxpayers) that they serve. It's the same as getting a loan from the bank, and the receiver of the loan is saying, "Oh don't worry I'll pay the loan back later." They both consist of deceit, and general mistrust among the people towards the government.
The government being too transparent in the process of informing the public can be backfiring and, politically, moreso publically, hurtful to them.
An example of why the government should be providing important information that applies to them can be shown by the fierce debate between Health Care Reform. There are thousands of American citizens that are confused by what the 1000-page reform exactly means for them, and often have the mindset that the government is potentially trying to lie or hide something from them.
And there's no reason to blame them, since the US government has on many occasions in past history held back important information that the public should have known about.
This, coupled with the several slanders targeted at Obama's Health Care Reform like the rumored (I'd like to say falsely rumored, but to each their own) "death panels" and abandoning the older population of the US has only reinforced the confusion and misinformed attitudes that hold the Health Care Reform back from being passed.
Without the government stepping in to publically and accurately point out the highlights of said reform, or any other topic of information, it's a prime way that a small fire of anger created by the people could grow into a much larger and violent one.
This is very apparent in several town halls across the US where groups of people vent their anger and frustration towards the speaker and generally anyone who has anything to do with the reform being passed.
The government should be giving out their interpretation of the reform and how it will improve the quality of life for Americans, and directly use the information from the reform bill to prove their word true, and to dispel any false rumors or misinformation that is disappointingly prevailing.
The government has a very easy, quick and honest option they can take to improving their image in the eyes of their people to help build the trust that they lost from this whole debacle. If the governments take this approach to everything they do, both in their internal and public affairs, it will no doubt build a loyal population, as well as a better public image for both the government and country.
