If I interview someone and they are unsuccesful, I always ensure that I telephone them prior to the letter. I feel that it is important to be both honest and postive. For example:
1. If they interviewed badly, tell them why but tell them how they could improve next time. This gives the individual a way to move forward. Telling the person that he or she did not interview well need not be offensive. There is nothing personal in this. Interview techniques is a skills which can be practised and learnt. You are not telling the applicant that they are not useful or valid as employees; you are ponting the way forward to gaining employment.
2. Unsuccessful applicants can often feel a sense of personal rejection. It is important to remove the personal aspect. You had a job to fill; a job with defined responsibilities and neeing a defined skill set. The person who got the job was, on this occasion, a better fit. This does not mean that he or she is necessarily a better employee and definitely does not mean that they are a better person.
3. Even though the candidate is unsuccesful, you can emphasise what you did like about the applicant.
All of the above can be applied equally to a letter of a phone call. however, I do feel that a personal call is the the best thing to do prior to the letter.
