First off, do not panic! Panicky people make mistakes that are likely to get them killed. As long as you have all of your limbs and are able to grasp a weapon you have still got a chance at surviving.
Be skeptical of the media. If the media is getting reports that the war is going well, that may only be what the government wants you to believe. Assume that the zombies will be on your doorstep by this Friday.
Gather your troops. If you have loved ones that you wish to protect get them with you as soon as possible. Roads will likely become clogged and impassable once mass panic sets in, so don't wait!
Know your enemy. Consult books of zombie lore and legends, as well as any scientific papers published by reliable sources. It is well known that in order to kill a zombie you must destroy its brain. This is the only thing that will work. A zombie feels no pain and no fear. They are driven by an overwhelming desire to consume living flesh, particularly the soft brain tissue. Zombie poison can be transmitted to humans by means of an infectious bite..A human bitten by a zombie will fall into a coma and all brain function except for the primitive limbic system will cease. The human will awaken as little more than a walking corpse.
Get suitable weapons. Shotguns are excellent tools for killing zombies since they completely destroy the head in a single shot. It is not advisable to engage in close combat with a zombie since a single bite would be fatal, however, if this does happen then a club or crowbar would be the weapoon of choice. Never engage in hand to hand combat with a zombie. The poison in their bodies appears to be able to triple their strength through a process that is not fully understood. Also avoid fighting zombies in deep water. In water, zombies have a definite advantage. They don't have to breathe. You do.
Find a place to make your stand. Contrary to common belief, remote mountains do not make good hideouts. If they are overrun, it may be near impossible to stage a successful retreat. Stay in an area that you know well. If you are familiar with the terrain then you already have an advantage. Zombie traps are quite easy to set up since zombies do not have fully-functioning brains and are likely to walk into anything. One method of trapping zombies is to lure them into a room soaked in gasoline and then set the room on fire. From a safe distance, of course.
As a sidenote, zombies are immune to toxic chemicals, such as sarin and mustard gas. Your government should be aware that these weapons are absolutely useless when dealing with zombies.
All captured zombies should be transported to the nearest military base for dissection and study. If this is not possible, then the zombie should be destroyed.
Remember, survival depends on preparation!
