Will Iraq ever form a legitimate government?

Technically, they already have a legitimate government. Things are considered legitimate or not from the law, and the law is created by the government. We basically wrote the Iraq Constitution, so our government finds their government legitimate. Do I, as an individual, find their government legitimate? Not in the least bit. A government controls and governs it's own body, and that is not the case with Iraq. We are clearly in control of their country. Even what law they have with their Constitution is weak and full of loop-holes. The overall run-down of their law is, simply put, whatever they think should happen does happen. With our government controlling their government, we have control to do whatever we please. Their government is legitimate, according to the definition, but I think it needs a little work.
