Yes, I think people are inherently good. However, the environment that they grew up in impact upon them psychologically, morally, socially and so on in the long run of their lives. This is a very complex issue to discuss, because we have to go from the very beginning of the human's life.
Let's take an example of a child: how does a child react upon something that we avised him not to do; s/he will discontinue if s/he is good? Cry or become furious if s/he is bad? Is this means that the childish habit is bad, since his/her birth or we parents try to teach them a lesson that not to do it again? Does this means that the child is inherently good or bad, although being in one's mother's lap? Obviously not, because we cannot judge the child at least in this age of ignorance.
But the question is why someone becomes bad in his/her later life? It is a very complicated issue that we've been discussing so far. Human nature is very much affected by the material values and goods in their later lives; consequently, there is always a chance of crushing their moral values, which make them bad or immoral. So, there is an equal chance of falling into bad aspects of life in this long run of existence, at least somewhere in some places of human's life. So, humans cannot be totally good or bad as a whole, but the question is how a person maintains a balance between good and bad. Generally, there is no doubt that anyone wants to become a good person in family, society, in nation or in this Earth, but not everyone is capable enough to handle being a good. Nonetheless, there are many persons in this Earth that they maintain a huge balance of good over bad.
But, in spite of their abilities to distinguish between good and bad, why does someone become bad or immoral in his/her later life of adulthood? There are many factors which encourage them to crush their moral values without fear of having blame by others. Let's focus on the most learning age of the human like teenage where one learns from their teachers, parents, friends, and their own experiences. Once a child has entered into the certain age of maturity, s/he begins to understand about family, friends, society, other creatures, this world, planets, and universe. Along with these, they also begin to understand and distinguish between what is good and what is bad? However, despite knowing the truth what is bad they are likely to fall into the negative forces of this world.
What are those negative energies? How does it instigate
