God does not punish evil on this earth. In the Old Testament there are many accounts of God punishing those who did not follow his will. That was the Old Testament; through the blood of Christ we are under a new covenant so we don't have to worry about fires from the heavens burning us up whenever we make a stupid mistake or sin. The only things we have to worry about are natural repercussions from our indiscretions. That also doesn't mean that we should not try to live a Christian life and follow Christian values.
Most individuals blame God when they get pulled over or if they end up going broke, but unfortunately, it has nothing to do with God. The devil is a liar and always will be. The devil has just as much authority on this earth as the Holy Spirit and sometimes we forget that. This world is the devil's playground and it is up to you to live a Christian life and not give the devil the opportunity to attack and defile your life and health.
Most people feel that they are being punished and in fact they are being punished but only by their own conscience that has made them aware of their wrongdoing. Sometimes, and maybe Freud would agree, our unconscious has a way of causing us to say or do things that normally we wouldn't. If for instance I felt pretty bad about something I said to someone or a lie I might have told, that could ultimately start affecting my performance in other areas causing me to feel as if I am being punished.
There is really no absolute to the idea of free will, but there is freedoms in our choices. If God wants us to be involved in something, then he will move us to do what needs to be done, sinner and saints alike. It may be Satan's world but it is the Lords life, if you choose to believe that and give your life to him then its easier if not then it harder but ultimately his will be done.
If punishment is paid out then usually it is deserved for something you did. We have a thing here in the United States called the justice system. Though the justice system was established by man, and definitely has faults, it also proves to give out punishment to those that deserve it, not God. The Lord merely observes and intervenes to get you in the right direction of where he wants you, his child, to go. The Lord will save his punishment at judgment. So if you stole a penny, relax! If you stole a hundred dollars don't get caught because God is not going to punish you; the person in the long dark robes has been certified to do the job all by his himself.
