When You are seeking for computer, first You have to answer what are You going to do with it. If using only office and internet use, then best is to chooze some well known brands cheepest end, but be sure that RAM is at least 512Mb, other parts does not makes big difference now, because even veekest hardware is powerfull enought to run office software and internet.
If You want to play latest games, work with graphics and video, then You have to pay attention to PC configuration.
First of all is CPU, from Intel products choose Pentium, never Celeron. Do not choose CPU with highest Ghz, because it allways be much more expensive that some with 0.2 or 0.4 lower Ghz. The same with AMD from which I sugest to choose Athlon.
Pay attention to RAM, take as much as You can, there will never be too much :) Also pay attntion to RAM frequency, latest processors is supporting up to 533Mhz.
HDD - data storage, choose SATA, not IDE, good solution is to choose some 36GB (or 72Gb) SATA 10 000 RPM for system disc and 400 Gb (or any needed capacity) SATA 7200 RPM. System will run much faster, for storage may be used slower HDD.
With graphic cards is the same as with CPU, do not buy latest, it will be for 50% expensiver than card with 90% of performance, but one model older.
And if You buy computer for home use, pay atention to noise made by PC, there are solutions that can decrease noise - silent coolers, PSU, water cooling blocks.
