In order to master the art of politics, you must attain the ability to control your environment. This is priority number one, and remains true regardless of how a particular social position is both defined and used. You are a player, nothing more and nothing less. A player on a stage, just as Shakespeare wrote... and whom or what you allow to control the actions of your character, will indefinitely dictate this life completely.
Governments are not meant to play nanny, neither with benevolence nor malicious intent. Behavioral control belongs solely to each individual with respect to his or her immediate sphere of influence. A rather elusive truth to begin to consider, is it not? A truth to break the camels back, and inadvertently thrust our imagination into a spiral of reason. Therefore just like Alice, if you fall into the rabbit hole, it will be one wild ride trying to get out.
How dangerous can despotic governance be? Consider this, the Latin roots that have influenced the English word "Government", quite literally translate to the term "Mind Control". Who controls your mind, other than you? Realizing this, it's evident that any amount of corruption existing within an organized government will prove to be detrimental to society. Even if the effects are institutionally predicated on a minority group, while hidden from the majority.
To be a moral individual and to act with integrity, is an integral part of any citizen's personal behavior. The whole of our society is made up of the people, who may be considered "registered" or "un-registered citizens, but to each has been provided the freedom of will. This right exists absolutely, irrespective of socio-economic status.
To subvert a citizen's free will by political means, via actions carried out through any organized "government" or misguided revolution, is a crime against humanity. The acting authoritative force of that resulting society should be considered to be no less than a tyrannical oligarch. If considered at all.
Einstein once said: "All that is valuable in human society depends upon the opportunity for development accorded the individual". And coupled with that rather perfectly, is this next socio-political literary statement by the same author, "Never do anything against conscience even if the state demands it."
This would include of course the creation of any government, which aims to sway the personal and private behavior of citizens, to fall in line with a profitable nationalistic interest. Corruption would flourish. Spawning not only a new age human rights disaster, but also a population of both morally irresponsible, and corruptible people. Chaos would rule the world, while justice is hidden in plain sight; directly behind insurmountable social barriers and shrouded by confusing legalisms.
Anarchy in government is the end product of this horrifying situation, leaving society diseased with pathological bureaucracy, and no respect for equality under the Rule Of Law. We should fear any government that seeks profitable ends by any means they deem to be fit. Therefore, the original question begs the appropriate answer, No.
