Herbert Hoover was made head of the Food Administration. It worked to get people to save food for the troops by observing meatless and wheatless days. He fixed prices to boost production, bought and distributed wheat and even encouraged people to grow victory gardens (Divine 794).

The Fuel administration headed by Harry A. Garfield, introduced daylight saving time, rationed coal and oil, and imposed gasless days on motorists whereby they could not drive. He had factories that used coal to shut down once a week. In 1918 he shut down all factories east of the Mississippi for four days to divert coal to munitions ships stranded in New York harbor (Divine 794). The fourth agency, the Railroad Administration, dictated rail traffic over 400,000 thousand miles by standardizing rates , limiting passenger travel, and speeding arms shipments. The War Shipping Board coordinated shipping, the Emergency Fleet Corporation supervised shipbuilding , and the War trade board oversaw foreign trade (Divine 794).

The power of President Wilson's new agencies could be seen in actions as various civil rights were pushed aside in the attempt to keep our countries communication services running. When strikes threatened the telephone and telegraph companies , the government simply seized and ran them. Businessmen, paid a nominal dollar a year, flocked to Washington to run the new agencies. A partnership between business and government grew. When the government expanded the businesses expanded as well. Wartime contracts increases. Industries in steel, cigarettes and aluminum increased threefold in 1914-1918.

Conspiracy laws were enacted that allowed people the opportunity to eliminate the previous thorns in their side, real or imagined. Laws that persecuted peace advocates were made such as "The Espionage Act of 1917. President Wilson had this law imposed so its malefactor could get up to twenty years in prison if found guilty of aiding the enemy, through such things as encouraging disloyalty or obstructing the recruitment of soldiers. Mail became censored concerning any material that was felt to incite treason or insurrection .The sedition acts went as far as jailing any German workers who called for strikes in the American factories.
